Techfugees is an international non-profit organization which coordinates the commitment of the technology community to building solutions with displaced people and contributing to meet their needs in terms of access to rights, education, health, employment and social inclusion.<\/p>

Techfugees manages and supports long-term projects for displaced people within the framework of the\u00a017 Sustainable Development Goals<\/a>\u00a0of the United Nations.<\/strong><\/p>

Techfugees has developed these Guiding Principles based on\u00a0nearly 4 years of experience<\/strong>\u00a0running hackathons and events\u00a0in 25 countries<\/a>. This experience is the basis, on which we have developed the strong belief that tech projects can have a long-term impact on refugees and displaced people if they are guided by a set of ethical principles and values.<\/p>

These Guiding Principles are not imposed on the community as a prescription but are here to guide\u00a0our collective action towards a shared goal:<\/strong>\u00a0to create technology that empowers displaced people around the world.<\/p>

Il est de la responsabilit\u00e9 de chacun de prot\u00e9ger les donn\u00e9es des personnes deplac\u00e9es, qui seraient vuln\u00e9rables et victimes d\u2019une mauvaise utilisation. Travailler pour le d\u00e9veloppement de technologie destin\u00e9es \u00e0 ce public, c\u2019est savoir que l\u2019on travaille avec une population \u00e0 risque, et agir en cons\u00e9quence.\u00a0<\/span><\/p>

\u00a0Voici quelques recommandations \u00e0 retenir:<\/span><\/p>

\u2013 La collecte, la g\u00e9n\u00e9ration et l\u2019utilisation des donn\u00e9es ne doivent jamais se faire simplement parce que c\u2019est possible techniquement; le besoin et les avantages potentiels doivent \u00eatre clairs, d\u00e9finis et justifi\u00e9s comme un moyen de r\u00e9pondre \u00e0 un besoin ou d\u2019am\u00e9liorer le service pour les personnes r\u00e9fugi\u00e9es.<\/span><\/p>

\u2013 Partez du principe qu\u2019aucun de vos utilisateurs ne lira les termes et conditions de votre produit ou service. Tenez compte des implications \u00e9thiques de la collecte de donn\u00e9es lors de la cr\u00e9ation de ce produit ou service.<\/span><\/p>

\u2013 Si vous choisissez de divulguer des donn\u00e9es, cela ne doit pas conduire \u00e0 ce que des individus et des communaut\u00e9s d\u00e9j\u00e0 vuln\u00e9rables soient davantage l\u00e9s\u00e9s ou exploit\u00e9s. Dans le cas o\u00f9 cela est possible, pr\u00e9-identifier les risques associ\u00e9s \u00e0 une utilisation propos\u00e9e des donn\u00e9es.\u00a0 N\u2019oubliez pas que des r\u00e9gimes hostiles peuvent tenter d\u2019acc\u00e9der aux donn\u00e9es pour de mauvaises raisons. La plupart des pirates informatiques soutenus par des \u00c9tats et certains services de surveillance gouvernementaux sont capables de pirater toutes les donn\u00e9es.<\/span><\/p>

\u2013 Comme la plupart des violations et fuites de donn\u00e9es proviennent d\u2019une d\u00e9faillance humaine, il importe que vous fassiez particuli\u00e8rement attention \u00e0 la fa\u00e7on dont vous stockez ces donn\u00e9es, \u00e0 qui y a acc\u00e8s et comment. Assurez-vous de toujours respecter les normes juridiques et \u00e9thiques en place. Toute donn\u00e9e ou r\u00e9sultat d\u00e9rivant d\u2019une population doit \u00eatre partag\u00e9 avec cette population. Trop de communaut\u00e9s dans les projets technologiques sont sollicit\u00e9es pour leurs donn\u00e9es sans voir les r\u00e9sultats!<\/span><\/p>

\u2013 Globalement, cette r\u00e8gle de responsabilit\u00e9 des donn\u00e9es va au-del\u00e0 des concepts de \u00abconfidentialit\u00e9 des donn\u00e9es\u00bb et de \u00abprotection des donn\u00e9es\u00bb. Elle implique un ensemble de principes, processus et outils qui cherchent \u00e0 utiliser les donn\u00e9es pour am\u00e9liorer la vie des gens de mani\u00e8re responsable.<\/span><\/p>

Chez Techfugees, nous croyons \u00e0 la cr\u00e9ativit\u00e9 et au partage d\u2019id\u00e9es. C\u2019est donc naturellement que nous mettons en avant le mod\u00e8le open source comme mod\u00e8le pr\u00e9f\u00e9r\u00e9 pour le d\u00e9veloppement de logiciels lors de la cr\u00e9ation de technologies pour les r\u00e9fugi\u00e9s.<\/span><\/p>

Les projets open source sont adapt\u00e9s \u00e0 notre philosophie d\u2019autonomisation des populations vuln\u00e9rables et d\u00e9plac\u00e9es: le code open source est d\u2019acc\u00e8s universel, d\u00e9centralis\u00e9 et co-cr\u00e9\u00e9 par nature.<\/span><\/p>

La construction de technologies pour les r\u00e9fugi\u00e9s devrait viser \u00e0 contribuer \u00e0 l\u2019am\u00e9lioration de l\u2019ensemble de la communaut\u00e9 locale: ne pas accro\u00eetre les in\u00e9galit\u00e9s ou nuire \u00e0 aucun membre de la communaut\u00e9, tout en visant \u00e0 aider et soutenir le plus grand nombre possible.<\/span><\/p>

Gardez \u00e0 l\u2019esprit que vous avez affaire \u00e0 des utilisateurs qui ont rarement le luxe d\u2019avoir d\u2019autres options; Vous devez donc assurer un service coh\u00e9rent et \u00eatre pr\u00eat \u00e0 prendre les mesures appropri\u00e9es si la technologie s\u2019av\u00e8re dysfonctionnelle ou obsol\u00e8te.<\/span><\/p>

\u2013 Nous insistons sur la n\u00e9cessit\u00e9 de r\u00e9fl\u00e9chir \u00e0 la mani\u00e8re dont votre produit s\u2019inscrit dans l\u2019\u00e9cosyst\u00e8me tout entier: n\u2019existe-t-il pas d\u00e9j\u00e0 une solution similaire? Pensez \u00e9galement \u00e0 des id\u00e9es claires de mod\u00e8les commerciaux, ne les remettez pas \u00e0 plus tard.<\/span><\/p>

\u2013 Une application qui ne fonctionne plus ou qui n\u2019est pas \u00e0 jour peut nuire \u00e0 la vie des r\u00e9fugi\u00e9s et des personnes d\u00e9plac\u00e9es, tout en cr\u00e9ant une m\u00e9fiance envers la technologie et l\u2019\u00e9cosyst\u00e8me #tech4refugees. Cr\u00e9ez des outils que la communaut\u00e9 peut s\u2019approprier et mettre \u00e0 jour m\u00eame si vous disparaissez.<\/span><\/p>

\u2013 Un avertissement rapide pour les produits qui d\u00e9pendent de beaucoup de contenu frais: le contenu devient rapidement obsol\u00e8te. R\u00e9fl\u00e9chissez bien \u00e0 votre responsabilit\u00e9 de mise \u00e0 jour et informez vos utilisateurs de la date de la derni\u00e8re modification.<\/span><\/p>

Vous constaterez qu\u2019innover pour l\u2019int\u00e9gration est difficile: cela devient vite tr\u00e8s politique et le probl\u00e8me se r\u00e9sume souvent \u00e0 des contraintes d\u2019ordre l\u00e9gislatif pour le public que vous essayer de servir.<\/span><\/p>\n

\u00c0 ce titre, Techfugees vous recommande de vous familiariser avec une approche fond\u00e9e sur les droits de l\u2019homme (ou \u201cHuman Rights based approach\u201d).<\/span><\/p>\n

Il s\u2019agit \u00abd\u2019un cadre conceptuel pour le processus de d\u00e9veloppement humain bas\u00e9 sur les normes internationales des droits de l\u2019homme et orient\u00e9 de mani\u00e8re op\u00e9rationnelle vers la promotion et la protection des droits de l\u2019homme\u00bb.<\/span><\/p>\n

Non seulement il vous \u00e9duquera au c\u0153ur des probl\u00e8mes de d\u00e9veloppement, des pratiques discriminatoires et des r\u00e9partitions injustes du pouvoir, mais il aidera \u00e0 ancrer votre approche et votre solution technique dans un syst\u00e8me de droits et d\u2019obligations \u00e9tabli par le droit international. Vous aiderez ainsi, dans la dur\u00e9e, les personnes r\u00e9fugi\u00e9es \u00e0 participer \u00e0 la formulation des politiques.<\/span><\/p>\n

In the process of building technology with and for refugees and displaced people, aim to make your targeted users not only beneficiaries of your technology, but aim to build it with them and make them co-creators.<\/p>

By offering them the opportunity to make revenue or learn something new through the use of your tech, they not only benefit from the services your product offers, the refugees and displaced people become empowered advocates of your technology.<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\n\t\t\t\t

Displaced people can be helped as well as harmed by the use of data. Protecting these vulnerable people from the harms posed by data use is a shared responsibility.<\/p>

Here a few recommendations to bear in mind:<\/p>

– The collection, generation and use of data should never be done simply because they can be; the need and potential benefits should be clear, defined and justified as a way to respond to a need or improve the service towards refugees. \u00a0<\/p>


– Presume that all your users will not read the terms and conditions of your technology product. Consider the ethical implications of collecting data when building your product.<\/p>


– If you choose to disclose data, it must not lead to already vulnerable individuals and communities being further harmed or exploited. In case where it is possible, pre-identify risks associated with a proposed used of data.<\/p>


– Assume that hostile regimes may attempt to access data for the wrong reasons. Most State supported hackers and some Government surveillance services are capable of hacking any data.<\/p>


– As most data breaches and leaking come from human failure, it matters that you take extra care in the way you store, who has access and how one can get access to the data. Make sure to always adhere to legal and ethical standards in place. \u00a0<\/p>


– Any data or results deriving from a population should be shared with that population. Too many communities in tech projects get asked for their data without seeing the results!<\/p>


– Overall, this data responsibility rule goes beyond the concepts of \u201cdata privacy\u201d and \u201cdata protection\u201d. It entails a set of principles, processes and tools that seek to leverage data to improve people\u2019s lives in a responsible manner.<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Keep in mind that you are dealing with users that rarely have the luxury to have other options; as such you should ensure consistent service and be ready to take appropriate measure if the technology proves to be dysfunctional or outdated.<\/p>


– We stress the need to think about how your product fits into the whole ecosystem: isn\u2019t there a solution that already exists? Line up clear ideas of business models, don\u2019t postpone them for later.<\/p>


– An app that does not work anymore or is left not up to date can harm the life of refugees and displaced people, creating distrust towards technology and the ecosystem of refugee tech. Build tools that the community can take ownership of and maintain even if you disappear.<\/p>


– A quick warning for products relying on a lot of fresh content: content goes outdated fast. Think twice about your responsibility to keep it updated and your users informed about when it was last edited.<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

You will find that innovating for integration is tough: it becomes very political very fast and the issue tends to be that laws are constraining or preventing empowerment of the very people you are trying to help.<\/p>

As such, Techfugees recommends that you become knowledgeable in a human rights-based approach. This is \u201ca conceptual framework for the process of human development that is normatively based on international human rights standards and operationally directed to promoting and protecting human rights\u201d.<\/p>


Not only will it educate you to the heart of development problems and unveil the discriminatory practices and unjust distributions of power, it will help anchor your approach and tech solution to a system of rights and corresponding obligations established by international law, helping the sustainability of your work and empowering the vulnerable populations you help to participate in policy formulation.<\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
